What those facts mean for your contract
- Ask whether the price includes tax. On an office, clinic or warehouse, the monthly janitorial charge is taxable, so a quote stated before tax and a quote stated after tax are not the same number. If your organization holds a Form DR-14, send it with the request for proposal. [1]
- Separate the untaxed work. Carpet cleaning and exterior pressure washing are not taxable cleaning services in Florida. If a proposal bundles them into one taxed monthly line, ask for them to be itemized. [1]
- Check the labor math against the wage floor. Divide the monthly price by the labor hours the bidder commits to. The result has to clear $15.00 an hour with room left for payroll taxes, insurance, supplies and supervision. A bid that does not is a scope that will be cut after signing. [2]
- Ask for both receipts. A cleaning company with a place of business in the City of Miami should be able to show a current City Business Tax Receipt and a current Miami-Dade County Local Business Tax Receipt. County receipts expire on September 30 each year, so check the date. [4] [5]
- Write storm terms into the agreement. Decide in advance what happens to the monthly charge when the building is closed for a storm, and whether post-storm cleanup is inside the contract or a separate, priced service. The season runs half the year. [6]

- How many labor hours per visit are in this price, and how many people?
- Is Florida sales tax included in the monthly figure?
- Are the cleaners your employees or a subcontractor's?
- Who supervises the account, and how often do they inspect?
- Will your insurer send certificates for general liability and workers' compensation naming our entity?
- Can your crew work our building's access rules: security check-in, freight elevator hours, after-hours air conditioning?
- What happens to service and billing during a storm closure?
- What notice ends the contract, for either side?
