## Florida and Miami facts that change a cleaning contract

**Facts for anyone hiring a cleaning company in Miami, with sources**

| Fact | Value |
| --- | --- |
| Sales tax on cleaning | Cleaning of nonresidential building interiors is taxable in Florida at the 6% state rate plus the county's discretionary sales surtax. [1] |
| What is not taxed | Cleaning of residential facilities (including the common areas of apartments and residential condominiums), carpet cleaning, and pressure washing of a building exterior or parking lot. [1] |
| Who is exempt from the tax | Government entities and nonprofits are exempt when they give the cleaning company a current Florida Consumer's Certificate of Exemption (Form DR-14) and pay directly. [1] |
| Minimum wage | $15.00 per hour in Florida, effective September 30, 2026 through December 31, 2027. [2] |
| Area wage level | Mean hourly wage for building and grounds cleaning and maintenance occupations in the Miami-Fort Lauderdale-West Palm Beach metro area: $18.23, against $19.66 nationally (May 2025). [3] |
| City business receipt | Every business operating in the City of Miami needs a City Business Tax Receipt, and most need a Certificate of Use first. [4] |
| County business receipt | A business inside a municipality needs both a city receipt and a Miami-Dade County receipt. County receipts run from October 1 to September 30. [5] |
| Hurricane season | June 1 to November 30, with the peak around September 10 and most activity between mid-August and mid-October. [6] |

## What those facts mean for your contract

- **Ask whether the price includes tax.** On an office, clinic or warehouse, the monthly janitorial charge is taxable, so a quote stated before tax and a quote stated after tax are not the same number. If your organization holds a Form DR-14, send it with the request for proposal. [1]
- **Separate the untaxed work.** Carpet cleaning and exterior pressure washing are not taxable cleaning services in Florida. If a proposal bundles them into one taxed monthly line, ask for them to be itemized. [1]
- **Check the labor math against the wage floor.** Divide the monthly price by the labor hours the bidder commits to. The result has to clear $15.00 an hour with room left for payroll taxes, insurance, supplies and supervision. A bid that does not is a scope that will be cut after signing. [2]
- **Ask for both receipts.** A cleaning company with a place of business in the City of Miami should be able to show a current City Business Tax Receipt and a current Miami-Dade County Local Business Tax Receipt. County receipts expire on September 30 each year, so check the date. [4] [5]
- **Write storm terms into the agreement.** Decide in advance what happens to the monthly charge when the building is closed for a storm, and whether post-storm cleanup is inside the contract or a separate, priced service. The season runs half the year. [6]

## Questions to ask any Miami cleaning company

1. How many labor hours per visit are in this price, and how many people?
2. Is Florida sales tax included in the monthly figure?
3. Are the cleaners your employees or a subcontractor's?
4. Who supervises the account, and how often do they inspect?
5. Will your insurer send certificates for general liability and workers' compensation naming our entity?
6. Can your crew work our building's access rules: security check-in, freight elevator hours, after-hours air conditioning?
7. What happens to service and billing during a storm closure?
8. What notice ends the contract, for either side?

## How a request works

1. **You tell us the job.** Your ZIP code, a sentence about the job and how to reach you. About a minute. Size and frequency can be added afterwards.
2. **A person reviews it.** We check that it is a real request with enough detail to act on. Nothing is shared with anyone at this point.
3. **We check for a fit.** The company has to serve your ZIP code, do this kind of job at this size, and be taking on new work.
4. **One company contacts you, or we say we have nobody.** If a company fits, your request goes to that one company and we email you who it is. If none does, we tell you and your details go nowhere.

> **What we do not claim.** We do not rank Miami cleaning companies and we do not call any of them the best. The company that contacts you does work like yours in your area and has agreed to our terms. If it is not the right fit, tell us and we connect you with another.

## Questions and answers

### Is cleaning taxable in Miami?

For businesses, yes; for homes, no. Florida taxes cleaning of nonresidential building interiors such as offices, warehouses and restaurants at the 6% state rate plus the county's discretionary sales surtax. Cleaning of residential facilities, carpet cleaning and exterior pressure washing are not taxable cleaning services. [1]

### How many companies will contact me?

One. Your request goes to a single company, and we email you who it is. We never pass a request to several companies.

### What does it cost me to use CityPreferred?

Nothing. CityPreferred is free for you. The price of the cleaning is between you and the company.

### What if nobody is available for my job?

We tell you by email that we could not place the request, and your contact details are not shared with anyone.

### Does CityPreferred have a Miami office or cleaning crews?

No. CityPreferred connects you with a company. That company does the work.
